This is helpfull design that I saw in Elektor. It is most simple circuit, low number of elements, works great....

Mains delay

You can use 12v or 24v relays, only some components will have to change. I have used used 56 instead of 10 for resistors R4-R7, so that current is limited to ~1A. Because I use 24v relay I had to change C1 to 220nF. Best thing is if fuse blows, everything will shut down.
